Whereas the ISKCON Law Book presently states:

100.2 Shrines and Memorials

Places of Srila Prabhupada’s pastimes shall be maintained as permanent shrines, and his paraphernalia shall be collected and preserved in memorials to him.
The responsibility for maintaining the worship of Srila Prabhupada shall be borne by ISKCON as a whole and distributed among the temples and initiated devotees of the Society.
There shall be a committee named The Bhaktivedanta Swami Memorial Committee whose members are appointed by the GBC. It will determine where and how Srila Prabhupada’s rooms and paraphernalia shall be preserved. Srila Prabhupada’s rooms in the following places shall be maintained as permanent shrines in remembrance of his pastimes:
- Vrndavana-dhama
- Mayapura-dhama
- Bombay
- Los Angeles
- Honolulu
- Atlanta
- Detroit
- New Vrindaban
Srila Prabhupada’s original grass hut (bhajana kutira) at Sri Mayapura shall be a Bhaktivedanta Swami memorial shrine. (1981) etc.

Whereas Srila Prabhupada was personally involved in the purchase of Bhaktivedanta Manor by George Harrison, spent quality time there from 1973 to 1977, met and conversed with many devotees and prominent people in his rooms there (conversations later published by the BBT in small books like the “Journey of Self Discovery”), and indeed made the Manor his last destination outside India.

Whereas Srila Prabhupada mentions Bhaktivedanta Manor in many letters and conversations, thus placing emphasis on the project.

Whereas Srila Prabhupada was highly pleased with Bhaktivedanta Manor and made it the European headquarters for ISKCON.

Whereas Srila Prabhupada’s rooms at Bhaktivedanta Manor are one of the few remaining places that Srila Prabhupada personally resided for a considerable length of time.

Therefore, it is resolved that:

Srila Prabhupada’s Bhaktivedanta Manor, Watford, UK, be given official recognition as a Shrine and Memorial and included in the ISKCON Law Book 100.2 Shrines and Memorials.

Therefore, it is resolved that:

Google Workspace Adoption: The ESO shall implement a dedicated Google Workspace environment for the GBC by the 2026 Annual General Meeting (AGM), including secure emails, document drives, and collaboration tools.
Board Management Software: The ESO shall procure and implement board management software (such as Diligent, Convene, or equivalent nonprofit solution) for exclusive use by the GBC by the 2026 Annual General Meeting (AGM).
ESO Oversight: The ESO shall provide technical support, training, and monitoring to ensure compliance with confidentiality protocols.
Annual Review: The GBC shall review the effectiveness of these measures annually, with recommendations for further strengthening as needed.

The document “Carrying Out Srila Prabhupada’s Order: The GBC as ISKCON’s Ultimate Managing Authority” is an official GBC paper and an important presentation that traces the vision and instructions of Srila Prabhupāda in establishing the Governing Body Commission (GBC) as the ultimate managing authority of ISKCON. Drawing on key historical events, correspondence, and foundational documents, it highlights how the GBC serves as the instrument of Srila Prabhupada’s will and the thread that holds ISKCON together as a unified, spiritually vibrant global society.

We encourage the ISKCON community to view and share this resource, as it deepens our collective understanding of Srila Prabhupada’s vision and underscores the responsibility we share in preserving and strengthening the institution he built for the upliftment of the world.

Resolved that:

The GBC issues the following letter of censure: Dear Kamalesh Krishna Prabhu,

Please accept our humble obeisances. All glories to Srila Prabhupada.

This letter records the formal censure adopted by the Governing Body Commission (GBC) in respect of yourself for non-compliance with GBC Resolution 450.03, passed on 21 February 2025.

As you are aware, the GBC approved an Enhanced Child Protection Model on 3 January 2025. Shortly thereafter, the newly established GBC Standing Committee — Child Protection Oversight Committee (CPOC)—formally requested the handover of website and email credentials as early as 11 January 2025, followed by additional requests for key documentation. Multiple emails were sent inviting you to attend a meeting to facilitate a structured transition, but no agreement was received, and the meeting never took place.

Subsequently, a Resolution 450.03 issued on 21 February 2025 required that the Minister of Justice serve as transitional ICPO Director and specifically asked for a comprehensive handover to be conducted by you, Kamalesh Krishna dasa, as the outgoing ICPO Director by the 1^st of March 2025. The resolution referred to the handover, inter alia, the transfer of case file notes, status reports, incomplete case materials, investigator and panelist contact information, and all relevant databases and records necessary to ensure continuity of safeguarding oversight. The resolution is clear and binding.

The required comprehensive handover has, as of 9th February 2026 being the date of the issuing of this censure, not occurred.

Over the past year, the matter was addressed with you via CPOC, ISKCON’s General Counsel and the GBC Executive Committee. Additionally, a GBC EC File Note was issued in June 2025. When compliance was still not forthcoming, the GBC EC issued a final letter of demand dated 24 November 2025 to you and Lilasuka devi dasi. A response was submitted by yourself on the final day of the deadline, 15 December 2025, wherein you changed your stance from not having the files/access to the files to an assertion that legal restrictions prevented transfer, a concern that had never previously been raised and that, if valid, could have been addressed at the time the handover was required.

As a result thereof an external legal opinion was sought by the GBC’s General Counsel which determined that you, as the former ICPO Director acted under GBC authority as an agent of ISKCON, that the records constitute ISKCON proprietary information, and that refusal to transfer them to the GBC’s authorized representative is not legally justified.

This conclusion reflects not only the legal position, but also the most basic standards of institutional common sense and leadership accountability. Your continued withholding of these records for almost one year has impeded the implementation of the GBC-approved child protection framework and has disrupted continuity of oversight in a safeguarding context.

Daksina devi dasi who had resigned as the UK CPO director, continued to upload case files on behalf of your defunct office and serve in the North American CPO during Lilasuka devi dasi’s medical leave period, having full access to all file data. Notably, Lilasuka devi dasi and Daksina devi dasi, who were fully aware of the transference directive and had the means to facilitate it, likewise failed and/or refused to act.

These failures reveal not isolated mistakes, but a systemic lack of stewardship, supervision, and commitment to institutional continuity. This reflects a chain of defiance and accountability lapses at the highest level as compliance with duly adopted GBC resolutions is an essential obligation of service within ISKCON, while the transfer of institutional records during authorized transitions is necessary to maintain continuity, accountability, and the protection of those served.

Accordingly, the GBC formally censures:

You, Kamalesh Krishna dasa, for failure to execute the comprehensive handover mandated by Resolution 450.03 and failure to exercise basic foresight and leadership.

Lilasuka devi dasi and Daksina devi dasi, for facilitating or supporting the continued withholding of CPO files and databases, in circumstances where transference could have been facilitated by them. It is to be noted that after the November 2025 demand, Lilasuka devi dasi transferred only seven case files to ISKCON’s General Counsel. These seven files relate only to open North American cases. She continues to retain possession of all remaining ISKCON Child Protection files, both hard and soft copies.

The GBC regards this non-compliance as a serious failure in the discharge of institutional responsibility and considers it a severe case of incompetence and negligence. Such conduct is inconsistent with the standards expected of those entrusted with governance and safeguarding responsibilities, and is incompatible with any role requiring trust, accountability, and prudent judgment. Given the fact that you had a fiduciary responsibility—timing, delegation, and inherited arrangements do not excuse the absence of decisive leadership at a critical transition point as

delegation of tasks does not equal delegation of responsibility. Safeguarding documentations represent the core operational responsibility of the office, and securing its orderly transfer should have been an intentional, proactive act of stewardship. The situation reflects not merely an administrative oversight, but a concerning lack of foresight, ownership, and leadership judgment at the close of your mandate.

Accordingly, your conduct, particularly your non-compliance with a duly adopted GBC resolution, reflects a serious departure from the standards of cooperation and accountability expected of those entrusted with the protection of children and holding office in ISKCON. This has resulted in a loss of institutional confidence and raises serious concerns regarding suitability for future engagement in any office or position within ISKCON involving leadership, governance authority, oversight functions, institutional records, or child protection responsibilities.

303.04: ISKCON — centers and affiliates: Individual centers

Whereas the GBC Executors Property Oversight Committee (GEPOC) recommends approving the sale of the Wellington, NZ, temple based on use of all net sale proceeds for purchasing a new, larger, code-compliant temple building, for the following reasons:

The current Wellington, NZ temple was ordered closed for public assembly unless it is renovated to meet building codes and specifically handicap accessibility. That would entail rebuilding or adding handicap accessible bathrooms. Currently the temple cannot be used for public worship, kirtan, classes or serving prasadam to devotees and guests.
If such renovations were performed, then the local authorities could apply for zoning for public assembly, etc.
If such renovations were to be planned, it was felt by local GBC and the temple president that the entire building should be raised to avoid the regular flooding that occurs during heavy rains.
The local GBC and temple president feel that even if such costly renovation work were performed, the temple doesn’t allow for growth, or even for safe parking.
The local GBC and temple president have identified an alternate building in Petone (20 miles away) which is for sale, which is code compliant with adequate parking, currently used for commercial offices. If purchased, a renovation can be performed to create a large temple room suitable for the deities and suitable to accommodate a growing devotee and life member community.
The temple president has raised and banked in an ISKCON account almost $700,000 NZD for the purchase. The sale proceeds from the current Wellington site would bring in sufficient additional funds to complete the purchase, albeit with a larger mortgage than currently exists on the Wellington temple property.
The current deities are relatively small Gaura Nitai deities, which can be safely moved. The ISKCON Deity Worship Ministry has stated no objection to the move, based on obtaining Hutt City Council zoning for temple/public assembly.

Whereas based on the above reasons, GEPOC has no objection to the proposed sale for the stated purpose

Therefore, it is resolved that:

The GBC hereby approves of the sale of the ISKCON Wellington property as presented.

306.02: ISKCON International Projects: Mayapur

407.02: ISKCON Deity Worship Ministry: Installations

Whereas a group of ISKCON devotees residing in North Atlanta has established a temple and now seeks to have it officially recognized and affiliated as an ISKCON temple under the jurisdiction and guidance of the GBC.

Whereas the North American Regional Governing Body (NA RGB) hereby proposes to formally accept the North Atlanta center into the International Society for Krishna Consciousness (ISKCON).

Whereas the NA RGB has determined that, as a prerequisite for the North Atlanta center to be formally recognized as an ISKCON temple, its deity worship standards must first receive approval from the ISKCON Deity Worship Ministry (IDWM).

Whereas NA RGB has formally requested the IDWM to conduct a review of the deity worship at the North Atlanta center and to submit a report of its findings to the NA RGB.

Whereas the North Atlanta center has submitted a formal application for the worship for deities of: Gaura-Nitai (large & small), Laksmi-Nrsimhadeva and Prahlada Maharaja (large & small), two (2) Salagrama-silas, Srila Prabhupada (large & small) and small deities of the guru parampara.

Whereas the North Atlanta center established these deities May 6th, 2023 and has been consistently worshipping Them since that time.

Whereas ISKCON Law “Regulation of installations — 2017” states:

For any applications for deities apart from those given by Srila Prabhupada, i.e., Radha-Krsna; Jagannatha, Baladeva, Subhadra; Gaura-Nitai (or Panca-tattva); and salagrama silas; the IDWM requires executive input. Therefore, for any application that includes Krsna-Balarama or Sita Rama Laksmana Hanuman, the IDWM will consult with the GBC Executive Committee for approval. Any deities, apart from the aforementioned, must be approved by the GBC Body before the IDWM can issue a Certificate of Readiness for installing deities.

Whereas it was the intention of the IDWM in proposing this law that the aforementioned ISKCON regulation shall apply not only to the commencement of worship of new deities within an ISKCON center, but also in instances where a non-ISKCON center or temple with existing deities seeks to become affiliated as an ISKCON center.

Whereas the purpose of this resolution is to evaluate a center’s ability to properly maintain the worship and care for the deities, ensuring that their worship does not become an undue burden on the Society in the future.

Whereas the Zonal GBC for Southeast (Zone 3) North America, Bir Krishna Goswami, has expressed his support for the North Atlanta center becoming an official ISKCON center and for the continued worship of the aforementioned deities.

Whereas the North American representatives of IDWM have evaluated the North Atlanta center for the availability of qualified brahmanas, as well as other required facilities and resources.

Whereas recognizing the importance of integrating the North Atlanta center into the broader ISKCON community, and after consulting with Balabhadra Bhattacarya dasa, the Regional Director, and Shyam Behari dasa, the Temple President of the North Atlanta center—who have expressed their dedication and commitment to consistently guide and support the local community, as well as their willingness to fully implement all recommendations issued by the ISKCON Deity Worship Ministry in a structured and time-bound manner—IDWM is ready to approve the deity worship at the North Atlanta center.

Therefore, it is resolved that:

The ISKCON Deity Worship Ministry is hereby authorized to issue a Certificate of Readiness to the North Atlanta center for the worship of Lakshmi-Nrsimhadeva and Prahlada Maharaja (both large and small).

407.02: ISKCON Deity Worship Ministry: Installations

Whereas ISKCON Deity Worship Ministry requires GBC permission to offer approval for Lalita-Visakha deities.

Whereas ISKCON Deity Worship Ministry’s India representatives have assessed ISKCON Gurugram Sector 45 as having all the necessary brahmanas and other facilities to care for the deities of Radha-Krsna Lalita-Visakha.

Therefore, it is resolved that:

The ISKCON Deity Worship Ministry is hereby granted permission to issue a Certificate of Readiness to ISKCON Gurugram – sector 45 for the 42-inch marble deities of Lalita-Visakha.

444.02 GBC Succession Committee: Decisions

Whereas succession at all levels of leadership is a critical need for ISKCON’s long-term stability.

Whereas the GBC Body has already recognized the urgency of establishing structured and seamless transitions, particularly at the GBC level.

Whereas without a clear, systematic approach, ISKCON risks leadership vacuums, confusion, and weakened organizational strength.

Whereas at the 2025 AGM, the GBC created a Succession Committee to draft an actionable framework.

Whereas after global consultation with National Councils, the Committee established a GBC Succession Facilitation Committee to:

Coordinate structured communication between GBC, National Councils, and zones
Identify, assess, and recommend qualified succession candidates
Assist zones in transition planning
Provide accountability and regular reporting to the GBC Body.

Whereas this proposal formalizes the membership of the Facilitation Team (zone-wise) and establishes a timeline for all GBC members to participate in the process. By January 31, 2026, each GBC member will have begun succession discussions with the Facilitation Team and begin exploring potential names with the Facilitation Team. A comprehensive progress update will be presented at the 2026 AGM in Mayapur.

Whereas this action ensures ISKCON’s global governance remains strong, stable, and faithful to Srila Prabhupada’s vision.

Therefore, it is resolved that:

The GBC Body approves the following devotees as members of the GBC Succession Facilitation Team for their respective zones, to be reconfirmed annually at the GBC AGM:

Whereas observance of both ISKCON’s 60th Anniversary in 2026 and the 50^th Anniversary of Srila Prabhupada’s Tirobhava in 2027 offer outstanding opportunities for deepening ISKCON members’ connection with our Founder-Acarya A.C. Bhaktivedanta Swami Prabhupada and expanding Srila Prabhupada’s ISKCON mission.

Whereas there is a need for international leadership, support and coordination to maximize the success of ISKCON’s efforts for these observances.

Whereas the close succession of these events warrants a combined approach and a unified effort.

Whereas devotees, temples and zones should be encouraged and supported to plan and prepare this year, 2025, for these observances.

Therefore, it is resolved that:

The 60-50 Commemoration Global Committee is created.

Its initial members shall include Anuttama dasa (Co-Chair, ISKCON Minister for Communications), Pancharatna dasa (Co-Chair, GBC SPT), and Parijata devi dasi (GBC Executive Support Office — ESO, Director – Communications), They shall add additional members as required.

Whereas in the transition to the Enhanced Approach Child Protection System, some child protection matters were left unresolved, and reliable case records were never handed over or are incomplete.

Whereas the lack of case resolution coupled with the non-handover of the files has disrupted the transition framework under which the Interim Director was expected to finalize pending CPO cases including appeals.

Whereas withheld files, incomplete adjudications and unaddressed appeals cause ongoing distress for victims, accused devotees, families, and communities while continuing unresolved restrictions without closure is contrary to ISKCON’s duty of care and compassion.

Whereas protecting children is an act of devotional care, requiring timely, fair, and consistent resolution.

Whereas legal consultation confirms that, in case of litigations, civil courts generally defer to a religious body’s highest authority when fair and transparent internal procedures exist.

Therefore, it is resolved that:

The GBC hereby authorizes the establishment of Special Interim Review Panels (SIRPs), operating under the oversight of the Child Protection Oversight Committee (CPOC), to address pending child protection matters without final adjudication and/or appeals, expressly excluding all cases that have already been fully adjudicated and where the appeal has not been lodged within the 60-day deadline from the date of the CPO decision in a particular case.

CPOC and ISKCON’s Law Department will work together to identify and select qualified members for the Special Interim Review Panels.

The Special Interim Review Panels shall follow the adjudication and appeal procedures set out in the CPO Guidelines 2023. If compelling issues arise outside the scope of the CPO Guidelines 2023, the Special Interim Review Panels shall seek guidance from CPOC, which may consult the ISKCON Law Department to ensure the highest level of procedural integrity.

A Special Interim Review Panel shall issue a written, reasoned, and internally coherent determination to achieve procedural closure.

Appeals:

In the event that an appeal is permitted or required under the applicable procedures, the appeal shall be heard by a newly constituted Special Interim Review Panel composed of members who did not participate in the original adjudication.

This appellate Special Interim Review Panel shall review the matter in accordance with the CPO Guidelines 2023 and shall issue a written, reasoned, and internally coherent determination, which shall constitute the final decision within the Special Interim Review Panel process.

Upon the complete handover of all case files from the former International Child Protection Office, Special Interim Review Panels shall not be given any further matters and shall only complete the cases that they have already commenced.

450.03: ISKCON Central Office of Child Protection (CPO): Child Protection Oversight Committee (CPOC)

Whereas the GBC established the Child Protection Oversight Committee (CPOC) to reform and strengthen ISKCON’s child protection governance under the Enhanced Approach to Child Protection.

Whereas the GBC appointed an Interim International Child Protection Office Director for a defined transitional period, explicitly requiring the full handover of all child protection case files and records from the previous International Child Protection Office and its Director.

Whereas despite explicit GBC directives and Executive Committee file notes, a complete handover of institutional case files has not occurred, and a substantial portion of files remains in the possession of a former officeholder, which is a direct non-compliance with the GBC resolution 450.03 dated February 21, 2025:

“A comprehensive handover process by the current ICPO Director to the transitional ICPO Director shall be conducted. This process shall include, but is not limited to, the transfer of all case file notes, status reports, and contact information for panelists and investigators, with particular attention to incomplete case files. Additionally, all relevant databases—covering complaints, offenders, Child Protection Teams (CPTs), and panelists—must be fully transferred by the current ICPO Director to the transitional ICPO Director, to ensure continuity and oversight.”

Whereas certain regional authorities have transferred some files from their custody, confirming that such a handover is both feasible and appropriate.

Whereas the continued retention of institutional case files by unauthorized individuals has directly obstructed the processing of appeals, impeded due process, and caused ongoing ethical, pastoral, and operational harm.

Whereas all child protection case files—physical or digital—are the sole institutional property of ISKCON, and claims of personal custodianship or generalized data-protection objections do not supersede lawful institutional governance.

Whereas the failure to secure these files exposes ISKCON, GBC, and duly appointed bodies to escalating legal, regulatory, and reputational risk, while they are unable to act without access to records.

Whereas in a written statement to the GBC EC on December 15, 2025, the former International CPO Director stated that he is not able to transfer the data due to obligations under the UK data-protection law (UK General Data Protection Regulation Law).

Whereas the ISKCON’s General Counsel sought guidance from Taylor Wessing, a well-established London-based international law firm, which confirmed that, under current UK GDPR law, the case files are the property of the GBC, which determined the purposes and means of the data processing, and that the former International CPO Director has no legal standing in relation to the files, having acted solely as an agent of the GBC rather than as an owner, controller, or processor of the data, and that by restricting access to the data he is in breach of UK GDPR.

Therefore, it is resolved that:

Institutional Ownership Affirmed

The GBC formally reaffirms that all child protection case files are the exclusive property of ISKCON and must be held only by currently authorized child protection bodies.

Immediate Handover Required

Any individual or entity retaining such files without current authorization is hereby directed to transfer all records—complete, unaltered, and without condition—to the custody designated by CPOC. Access to the digital files is to be provided within 14 days of the adoption of this resolution. The physical files are to be provided within 45 days of the adoption of this resolution.

Decentralized Retrieval Authorized

In the event that there is persisting non-compliance, the GBC Body, in coordination with relevant GBC Zonal Secretaries and regional authorities, shall ensure the handover of the case files from wherever they are currently being held in the stipulated time period.

Legal Enforcement Permitted

The GBC authorizes ISKCON’s General Counsel to arrange for the issuing of formal legal notices and, if necessary, initiate appropriate civil proceedings to secure the recovery of institutional records withheld.

Urgent Remedial Action

In the event of non-retrieval of the files, and in light of the emergency currently confronting ISKCON, the GBC will convene an urgent meeting with CPOC to consider proposed solutions to the practical issues resulting from the continued unavailability of the files and their operational consequences.

Liability Clarified

Any continued retention, alteration, or obstruction relating to ISKCON child protection files shall be deemed a serious breach of trust, with personal liability resting solely on those acting in conflict with this resolution.

Reporting Requirement

CPOC shall report progress on file recovery to the GBC Executive Committee within the specific timeframes mentioned above until full resolution is achieved.

Whereas the GBC-ISKCON Bureau joint committee was given the responsibility of suggesting to the GBC a way forward to resolve the issue of whether Vaisnavis can take up the service of being diksa-gurus in ISKCON.

Whereas this committee has since then discussed and deliberated Vaisnavi diksa-gurus (VDG) and various connected issues to arrive at a way forward.

Whereas many highly qualified ISKCON Vaisnavis have done and are doing commendable service under Srila Prabhupada’s guidance and protection in the mission of Lord Caitanya Mahaprabhu.

Whereas the GBC-IB committee concluded that the role of a guru in ISKCON needs to be further examined and clarified in relationship to Srila Prabhupada’s position, the managerial system that Srila Prabhupada established, the guru’s disciples, and other devotees in ISKCON.

Whereas to conclusively determine who is qualified to take a service of leadership in ISKCON it is necessary to first determine what that service is and what qualifications are required to perform that service.

Whereas not only scriptural study is required for different parties to come to an agreement on such an important issue, but also continued discussion between concerned open-minded leaders who have mutual

respect for each other. It will be helpful if underlying issues which are obstacles for the successful conclusion of the issue be recognized and attempts to resolve them made.

Whereas from the GBC-IB committee’s discussions and deliberations the committee can now present a way forward to resolve this issue. The committee’s proposal was arrived at after an examination of Srila Prabhupada’s instructions and example as well as after consultation with various ISKCON’s committees, leaders, and scholars.

Therefore, it is resolved that:

There should be an ongoing discussion on guru-tattva based on Srila Prabhupada’s teachings and examples amongst qualified devotees in ISKCON. Details can be discussed further.
There should be a system to give more recognition and spiritual authority to certain qualified siksa-gurus within ISKCON.
Qualified Vaisnavis or Vaisnavas can be recognized as these special siksa-gurus.
Until the issue of is satisfactorily resolved concerning Vaisnavi diksa-gurus, qualified Vaisnavis should only be recognized as siksa-gurus.
The present committee remains open to assist in further research and discussions on the topic according to the GBC’s desire.
